Solution
If your room ambient temperature is 38°C, then idle temperature can't be less than 46-48°C. 70°C at load is good because it only is 35°C over ambient temperature. You have 2 options: get a better cooler or install an air conditioner in your room (or both for even lower CPU temperatures).

1. There`s no such thing as 19°C in idle, the sensor is not reliable below a certain temp, and you`re seeing random temps.
2. Clean your CPU cooler fans and be sure to have the right amount of thermal paste between the cooler and CPU.
3. I would go for a Noctua NH-D14 if your case allows it but is kinda expensive.

It just happened that my H80i cooler was struck by failure, going to RMA it, and had to put back my old stock cooler, i also get 30°C ~3500 rpm and ~70° at 5500 rpm in full load, compared to the H80i that had 55°C at 800 rpm in full load. You can`t expect better results from the stock cooler.

You have to provide CPU temperatures in °C above ambient; it will be much lower in a room at 22°C than one at 38°C.
