Crazy overclocking RAM with Apacer Value RAM 4GBx1333Mhz

I finally finished build/rebuild my budget PC in Dell Inspiron 560s Case and also my first build and initially have PSU,short problems(SEE MY OLD THREAD) and now it solved with no damage to my compenont.My focus today is can i overclock my Apacer valuable RAM 4GBx1333mhz to 1600mhz with stable without reducing life of the module and other Compenont?,can you suggest what setting should i set in BIOS later?

(REMOVING THE OLD CRAP MOTHERBOARD AND LGA 755 CPU)
My rebuild is so budget(don't laugh at me please i wanna added powerful GPU and active Lucid Virtu later,now i will use intergrated GPU for gaming.)

Intel Pentium G2030 3.0Ghz
AsRock H61M-VS3
Thread targeted compenont : (x1) 4GBx1333Mhz Apacer Value RAM wanna overclock it to 1600mhz for optimal performance without any risk and stablity probs without buying real 1600mhz that wasting my money.
Cheap(Crap PSU): a 450w E-SUPER POWER PSU
GPU : Wanna use IGPU now and later i prefer the AMD R series GPU and active Lucid VIrtualization
OS : Windows 7 Home basic

You should have spent a few dollars more for a Gkill ripjaw or crucial ballistix 1333 mhz ram stick , any ram without a heatsink i would not run over stock settings, A cooler master elite 460 would have been a better choice of power supply and usually just cost a few dollars more than a power supply that you purchased.
