Any way to lower ping?

When playing league of legends some days I have extremely high ping around 200/300 and some days around 33, I don't know what causes it because I have 60mb internet even though when downloading files It goes up to 7/8mb at the max and my upload speed is usually around 2/3mb

It depends on what server you choose to play on, for instance if you are close to the server you will have very low ping. But if I (in the UK) tried to play on a server from somewhere in Asia my ping would be significantly higher. Good broadband helps but even then can't connect very well with a distant server.
Also good connection to your router lowers ping.
Bandwidth Usage, while you are playing is anyone else in the house downloading or playing games as well? The less the better.

I wish I had a 200/300 ping, I'm on a satellite internet connection and my ping is as high as 1,000 period and there is no improving it so online gaming for me is a thing of the past!

You can go to the highest performing NIC Card you can get, the Bigfoot Killer cards were popular a few years back, but I don't know if they're even still in business.

A better NIC card may improve ping by possibly 50 but that's probably about it.

A 33 is pretty good and probably your performance drop is relating to online activity.
