Going for an AMD Budget rig can give you more performance and the cheapest price

Here's the AMD Budget Rig:
A10-6600k 4.1GHz Richland APU
ASRock FM2A85X Extreme4
6GB RAM
500W PSU (more room for an upgrade)
Case will be your preference
An aftermarket cooler is an option if you're going overclock.
(No GPU needed since the APU is already integrated with an GPU

Incorrect. You can have a decent APU build with around 270$- 300$ (putting aside the monitor)

You can have an AMD APU A10-6600k for only 139$ with a motherboard of around 50$ then a 6GB RAM for only 40$ with a 60$ PSU then a cheap Fractal case for only 30$. Summing it all up: $319.

But if you want to go with an A8-6600k build, it's only going to be 30$ less with a total price of: $289

Unless if you're going for a dedicated GPU, which I can say that he can already go for low/medium for L4D2 and Dota 2 by using the APU's integrated GPU chip on 720p with a decent 60fps, but if he will go overclocking the APU, he can even get a decent 45-60fps on 1080p.

This is really the minimum you are looking at, i cheaped out on everything as far as possible, you still have no operating system, no keyboard/mouse or display...this will not run the games you want to play on high settings, but mostly on low/medium at 720p.
You only have a 320gb hard drive, and this APU is the slowest and cheapest available...as i said you can't go any cheaper it's impossible and at this price you still need a copy of windows and you get only the tower...

You could go with only 1 stick of 4gb of DDR3 and add some more latter but you must know that some games nowadays require more than 4gb of DDR3...it would look someting like this, again this will run the games you mentionned on low settings...at those prices you will probably be VERY dispointed by how this system performs and as much as i hate to do it i would recommand you get a PS4 or Xbox instead...this machine is basivaly meant to surf the net and play java or old games, but still, here it is :

Those prices also include the mail in rebate already, so it will at the end cost you more that...you have 30$ of mail in rebate included in this build.

ONLY if he was also considering the Operating System, KB/Mouse, and Monitor on his price range. By the looks of it, all of them are just the parts of his rig basing on his post.

Correction, I forgot the HDD, so with a budget AMD APU build, he will go for around 300$+

He's basically aiming for only components with a price of 270$.
