Is this a good pc build?

Going AMD might be better depending what you use.
If you not overclocking then you don't need the cpu cooler. The stock would be fine.
Also there is a cheaper motherboard you can use

I'm building this with someone else and he doesn't trust amd processors because of a very slow computer once but loves intel because of a old core 2 duo that still runs fine today. So I can't change the processor or I'll have to cut my budget by half. And I won't be overclocking.

There is nothing wrong with AMD cpu. The FX 8350 is no slouch. Just because one weak AMD cpu puts off your friend.

Intel option:
If you can't find the Xeon in the microcenter try this one
Xeon E3 1230V2: http://www.microcenter.com/product/400271/Xeon_E3_1230V2_33GHz_LGA_1155_Boxed_Processor

You can use a R9 270 to reduce the price to include an OS
