"I've never come across this issue before in the years I've been using Windows 7 but recently (the last week) when I open 'My Computer' from the start menu, it never loads.
I can open Windows Explorer but I can only view files in my libraries and the previews do not work.
I have just done a fresh install, and reloaded everything I need and it is still happening / happening again.
Does anyone have any ideas? Your advice is greatly appreciated as this is pretty much unusable like this and I thought re-installing windows would fix it...

Which I did, and discovered that one of my drives "has 65533 offline uncorrectable sectors (this value is very large and your hard disk should be replaced)".
I have since removed the drive which presented errors from the system but the problem persists
