What would be the best brand and model graphics card with a budget of #200-$250? Main use: Gaming. If a card is minimally better than one that is way cheaper, I'd prefer the cheaper one though.

Solution
Best 250$ card is EVGA GTX-760 with ACX cooler.

Never advice reference card at any price because reference card will kill his ears.

I've been recommended that GPU a few times so it seems reliable. So there's a difference even between brands of GPU's such as Asus and EVGA with the same specifications?

The stock cooling the card has when it is first released. It is rectangular and has one fan on the right side.

There's barely a difference between the two. Just go for the one with the cheaper specs asides from the reference model, as they will all perform identically.

Reference cards usually use one blower design fan which is extremely loud.
