This is not much of a problem, but more of a question. I have a GTX 780, I used to run windows 7 till my HDD crashed. My Idle temps were about 29C - 31 C in windows 7. Now in windows 8.1, my idle temps are 22C-23C. My friend was wondering why his temps are not as low as mine (we have the same build -i7 3770k, same case, and same 780) We switched GPUs for a day, and the temps were still the same, my card ran hotter in win 7 and his ran cooler in win 8.1. If my friend wants to get lower temps, will he have to install windows 8.1?

You guys are putting an awful lot of faith in the accuracy of software temp monitoring. Neither readings are abnormal. And the only important temp is when the card is the max temp at stress. Compare them running Furmark's default 1080p benchmark preset.

I suspect one case has better airflow than the other. Or is cleaner. Or has less cable clutter. I can't see it being a factor of Win7 vs Win8 unless the performance settings in Win7 are different than Win8.
