Corsair RM650 Fan always on

I have the RM650 and it should have 0 RPM speeds when on 0 load.
Well, it turns on when I turn on my pc and it turns off when I turn it off. It doesn't go silent, or stops turning ever.
Even on idle. Do I have to activate this "mode" somewhere?

My specs:
3770k @4.2 (ran at 3.5 stock as well for a while)
16Gb ram (2*8)
Gtx 770 (4gb)
2 SSD's
1 HDD
2 ledstrips (which shouldn't even matter lol)
H100i with 4 120mm fans
1 140mm fan in the back
2 140mm fans in the front
a fan controller
a dvd writer

So you think i'm using enough to keep it running? Even in idle?
Idk how much it needs to get spinning either.
