Best CPU+GPU Combo For $400

I am building an intel itx system and I would like to know the best CPU gpu combo for a $400 budget.(400 for the CPU and card not the whole system)I would like to know which set up can give me the most performance. I am looking to play minecraft and record but I might move into some other games as well. I would also like to know the specific graphics card, because it's hard to tell which one to buy with all the brands. I have been looking at the R9 270 and the i5 4670k, but if there is a better option, please tell me it!

Which brand of 760 should I be looking at? Is it worth getting an EVGA super clocked edition? Or would something else be better for cheapest price/performance

A) find some extra somewhere, catch a sale, drive to the nearest microcenter, but ultimately the best you could do would be the 4670k paired with a gtx 760 and that's only if your motherboard is a z-87 and able to be overclocked.

B) if you don't have a z-87 board, the 4670k would be wasted. You can't OC, so paying the premium for an unlocked CPU would be a crime. Since OC wouldn't be an option go for a cheaper CPU like a 3350p and pair that with a gtx 760, and that should fit in your budget.

Im a big fan of MSI. I love the twin frostier IV. Its quite and it keeps the card cool.

MSI, Gigabyte, Asus, Evga make great cards, just try and stay away from reference designs. They not only run hotter, they are noisier by far. The dual fan case vented style runs much cooler and quieter, MSI and Asus would be my top choices there, followed close by Evga and Gigabyte.
