But i just installed windows 8.1 (both hard drive were on windows 7) old one. then when i take out the old one it tells me theres no boot system even tho there is windows 7 on the new hard drive. What do i do?

When you installed 8.1 on the old drive, you had both drives connected to the system, correct? If so Windows prolly installed a 350 MB Win 8.1 SRP (System Reserved Partition) on the new drive, which wiped out the Win 7 SRP.

If you wish to run Win 7 from the new drive, run a bootable copy (USB or DVD) of Win 7 installation and do a Windows Repair of your Win 7 installation, which will...
Need some details as to exactly what you did. You can't take an old drive with Windows installed from a computer and expect it to boot on another computer.

Why exactly could you not get the files from the old drive? For any drive you want to boot from in the new system you build, you need to install Windows clean on it, or maybe try to run a Repair setup.
