8 or 16 cores and core parking

I have 2 queries relating to CPU cores.
I've just completed a rebuild with an Intel Xeon E5-4650 on an ASRock X79 Extreme9 mobo running Windows7 Ultimate x64. It's proving to be an excellent setup.
However, I've noticed that device manager shows 16 drivers for the 8 core CPU. I changed the setting in msconfig from 8 to 16 cores and in task manager it appears to show 16 cores working.
My queries are:
1. Can anyone explain this? Is this to do with physical and logical cores? Whatever it is it seems to increase the PCs performance considerably.
2. This relates to core parking? I don't fully understand this. I've used a program called 'core parking control' which allows access to setup how the cores are handled. If values are set incorrectly it can crash the PC but different values can improve performance. I'm not sure how to set this up to optimise performance. Has anyone had some experience or can provide some advice?

That is called Intel Hyper Threading.
You got 8 real cores, but 16 Logical cores (it means that your cpu will increase number of available threads to 16 if load is high), its normal and good
do you mean that your system says you have 16 logical cores, when you only have 8?

My System says the same thing, though I have a i7 4930k which has 6 cores, it says i have 12. This is normal that Intel CPU's do this, It's called Hyper-Threading. It basically creates a virtual core for every actual core you have. The reason they do this is to more efficiently utilize your processing power.
