Really disable Turboboost on a laptop

Hello,
I've been having issues with my CPU lately and I'm pretty sure these would go away if I could turn the darn Turboboost off. Let me explain.
I have an Acer 5750g laptop with a 2.20GHZ i7 (2670QM).

Whenever I use Ableton (music software) and I use some CPU hungry plugins, CPU load will be at around 40% (which is normal) but then comes a random point (could be after 2 or 40 mins) where it jumps to 110% and my computer gets all laggy and I have to reboot because it's unusable.
The fan has also been going a lot louder lately and turbo boost is ALWAYS on (the frequency is always at around 3ghz even if I'm doing nothing staring at my desktop background).

I cleaned up the laptop fan, I cleaned up the fans of my cooling pad and I even reinstalled windows (thought maybe some malware process was eating up my CPU). Still happening (although it happens after a longer amount of time now that all the fans are clean)

I'm pretty sure if I could block the Turboboost from kicking in I wouldn't have this issue as it seems to only happen once the computer has gotten pretty hot.
I tried limiting the maximum level of CPU to 99% in the power options but this hasn't stopped turboboost from kicking in.

So I would like to know if there is a DEFINITIVE way to prevent turboboost on a laptop?

The problem is, it's a laptop and I don't have access to any options in the bios. Is there any way to enable more options as in a desktop?

Laptop's should have the same bios as desktops.
maybe it looks else, cus other brand etc but options should be the same
u sure u are looking in the bios and not something else?

Yup ! Blue screen before windows boots where I can choose the order of preference for Boot and other things, pretty sure that's the bios. Seems like the manufacturer blocked everything. I see the list of the devices but can't go into any settings.
I understand why they wouldn't want people to try and overclock things and then return the laptops because a component fried but I don't see the point of preventing people from turning off turboboost. All it does is shorten the lifespan the computer...

I would assume it's because they don't want to hear from angry customers who want to complain how their performance suddenly dropped because they were messing around with the Turbo Boost. Or they were just lazy and locked everything but the bare basics
