Memory not running at rated speed. Any ideas?

FX-6300 supports 1866MHz memory with one DIMM per channel or 1600MHz memory with two DIMMs per channel. Higher frequencies require overclocking the system.

I recently purchased my system. I came with 8G of ADATA 1866Mhz RAM (AX3U1866W4G10-DGV). This past weekend I installed another 8G of identical RAM. Since then, I get a boot error every time I try to run the default XMP profile with the memory multiplier set to 9.3. The highest I can set the multiplier is 8.0. Which makes my memory speed 1600Mhz. The BIOS and windows will recognize that I have 16G installed. I have run memtest86. All four sticks passed. I removed my old memory and installed the new memory in single channel. It ran at 1866Mhz. I even mixed the old and new memory in single channel. That also worked at 1866Mhz. If I set the BClk to 225with the memory multiplier at 8.0, it runs at 1880Mhz with no instability and no additional voltage required. So, my question is why is this happening? Can this be fixed with a chipset update? Could this be a voltage issue? Thank you in advance for any help. Specs below. Sorry, it's my first post. :)
