Which cooler is best, and help OC'ing i3 540

Hi so my first question is which of these 2 coolers would be best for OC'ing a i3 540 on p55 pro usb3 keeping in mind on the 2nd I could throw a 2nd fan. Now the first cooler I can't find any info on anywhere 'cause it was pulled from HP built system.

They are virtually the same except the first ones base that touches cpu is completely copper where the 2nds has 3 pipes of copper surrounded by aluminum so only about 50% copper. The 2nd has more fins but less surface of said fins. The first has 1 fan built into middle of heatsink while 2nd can have up to 2 fans attached.

Now the 2nd thing I'm looking for info on is OC'ing the i3 540. I've looked around but I'm not sure how relevant alot of the info I've found is or I understand it fully. I understand first step is to shut off all powersaving features of cpu in bios, but then do I do anything else before raising the BLCK? And I've raised the BLCK and OC'ed to around 4GHZ (not stress tested) but as I expected due to what I've gathered beyond that other things that have been affected by raising the BLCK need tuned. Now I know memory is one but what else would need tuned? And for memory its just set timings manually in bios as they were stock so in my case 9-9-9-24 and then adjust timing so it hits around the 1600mhz it comes stock at? Ultimately I'm looking for 4+GHZ going higher but not trying for hardcore OC just what comes easy. Any help would be appreciated thx :).

You've probably hit the limit with what you can achieve with BCLK adjustments. I would go with a something like the Coolermaster Hyper 212 EVO, just to keep things well under control. Plus, you could use it with another system later.
