i7 4770k won't listen to Gigabyte Z87-UD4H BIOS

Hi guys,

I have a new i74770k and everything was working ok at first. But something has changed now, and I don't know what has caused it. I was running it on a test bench first with no graphics card, and now that I have put it into a case, with a graphics card, and flashed the BIOS to the newest version, the CPU will only partially listen to the BIOS.

I have set the BIOS, on my Gigabyte Z87 UD4H, to 'optimised defaults' where the default clock ratio is 35. In windows, the clock speed just stays at 3.9GHz on all cores which is the boost clock. The voltage also stays at a rock solid 1.15v. These chips are meant to vary voltage and clock speed depending on the task at hand, and was doing so when I first built the computer. All of the relevant options (turbo, c1e, c3, c6/c7 and EIST) are set at the default 'AUTO', but even forcing them to 'enabled' yields the same results.

Strangely, if I move the clock ratio to 36, the windows clock speed drops down to 3.6GHz, but again, stays there (the auto voltage also drops down slightly, and stays there).

It seems fairly obvious that it is the fault of the BIOS flashing, but I have tried to re-flash it, to no avail. Could it be something to do with a faulty VRM on the chip?

Motherboard: Gigabyte GA-Z87X-UD4H
Memory: G.Skill Trident X Series 16GB (2 x 8GB)
Storage: Samsung 840 EVO 250GB SSD
Video Card: EVGA GeForce GTX 780 Ti (Superclocked with ACX cooler)
Power Supply: Corsair RM 750W
OS: Windows 8.1 Pro x64
