New build slow after installing GPU

I've spent quite a bit of time on this computer trying to figure out whats been bogging it down. after alot of trial and error ive narrowed it down to a brand new GTX 780 ti. after removing the card and the drivers from my computer and using the integrated graphics everything was smooth.

I dont believe the card is dead. ive been running all sorts off stress tests and burn in test all week and everything has seemed fine. The GPU under max load gets to about 82 degrees but never goes higher. so i dont believe it to be a heating issue.

As soon as i plug it back in however, boot up is slower, and things seems to lag.

ive done a clean install of the drivers, and my bios is up to date.

any ideas?
