CPU usage strangely picking up

I'm on Win8.1, and whenever I open Task Manager, it reports the CPU at 40% for about 3/4ths of a second before dropping back to 2%. Is this a graphical error, or is something really using up resources until a TM open? Thanks for any help.

I've just figured it out, the opening of Task Manager will require processing power temporarily while it opens (in your case for no more than 0.75 seconds) so your performance will be fine, with nothing open it will sit at 20% then once you choose to open task manager it will require processing power to open it, and theres a latency delay on it showing under processes, so basically your computer uses 30% CPU power to open task manager for no more than 1 second,

Under your task manager, you can sort your programs by showing which use the most CPU usage from there, when it jumps you can see what's making this jump, if there is a particular program using a strangly high amount of processing power, then you know somethings up, but if its just all of your programs as a collective racking up 40% then you know that you've just got alot going, on,

I understand all that, it's just when I open task manager, it's being used, but after a second of not doing anything, it drops to much lower.
