What is wrong with my PC

At the end of January I bought a new gaming PC from PCSpecialist.co.uk. When I used it almost all my games were unplayable due to stuttering, pop in and FPS drop which shouldn't have happened since I have a FX 8350 and a Powercolor R9 280X. So I send it back to PCSpecialist and they said the graphics card was faulty and that they will replace it and send it back. I received my PC again and was experiencing the exact same issues. Either I have another faulty card or this is something else. I don't know what it is but the PC does become extremely loud when playing games, so loud in fact my desk and mouse start to lightly vibrate. In some games I play I notice that there seems to be this weird "wiiiiiissssshhhhhhh" like noise coming from the PC. Another thing is when I use Auto Detect on the game it always sets it to the lowest settings at the lowest resolution possible. Is anyone able to diagnose this problem? Has anyone had a similar experience?

I forgot to mention that this happens at any settings, whether its low, medium, high or ultra. I experience the exact same problems.
