Misleading ping on ethernet (not wireless)

I play games such as Team Fortress 2 quite regularly and when I refresh the server list, it shows servers with 20, 30 ping. However, when I join it, I hold tab and it shoots up to >80 or even >150 sometimes. I have checked my computer and I have no other bandwidth-draining tasks like downloading or anything. It would be nice if someone could help me with this. I've installed an old network card on my computer and it barely makes a difference. I've read an article somewhere where you can tweak the settings on your network card to reduce the lag. (I think it was APC). The one I use is the built in one on my asrock z77 extreme4; The Broadcom Netlink (TM) Gigabit Ethernet. (I apologize in advance if this post belongs somewhere else).
 
The problem is that game companies have taken over a well known term for their own use. The ping they measure include client load server load as well as any actual network delay.

What you need to do is open a cmd window and run real pings to the server and something like 4.2.2.2. If both these also increase a lot then you have some form of network issue. If they don't then you need to figure out what the game is complaining about. I have seen people change the video settings in the game and it affect game ping times.
