32GB (3.46GB usable); What am I doing wrong?

Hey all, I recently upgraded my RAM with 4 8GB sticks of RAM, yet I can only use a little under 4GB worth of RAM?

Here's my setup:
Mobo: ASUS P8Z77-LK
Processor: Intel i7 3770k
RAM: http://www.newegg.com/Product/Product.aspx?Item=N82E16820104301
Windows 7 Professional

More about 32gb 46gb usable wrong
  1. Is that Windows 32 or 64 bit? 64 bit is required for >4GB RAM

32 bit. So is there a way to go to 64 bit at all or am I kinda screwed? Will I still be able to use any of the RAM at all?
  3. reinstall 64bit, that the only way
