Ordered new 990FX R2.0 possibly DOA?

I'm just going to give a quick run down of the issues I've been having.

I ordered a new CPU(An FX-8350) to replace my 965BE about 11 days ago.

When I received the CPU, I took off my heatsink(an Hyper212 EVO) and removed my heatsink, and placed my new one in, applied thermal paste, and replaced the heatsink. When attempting to boot, it didn't go to POST. Immediately I double checked all power connectors assuming I may have bumped them, but that didn't help, so I then had the assumption that my CPU was DOA so I tried to place my old one back in, and found that my computer still did not go to POST.

I removed the CPU again, and noticed there was a very small amount of thermal paste that had gotten in to the CPU socket (one or two pins) and I realized I may have fucked up my mobo. I made absolutely sure my cpus were clean and had no thermal paste on the pins(they did not) and tried to carefully clean the thermal paste out with isopropyl acohol and tried my old CPU one more time to no avail.

At this point I figured I would just make absolutely sure that it is in fact my mobo, and brought it in to a local shop. They had it in for diagnostic for a few days, and when I got my parts back I was told exactly what I had figured. The mobo was bad.

Well that sucked and all, but I decided I would just replace it. I had a Sabertooth 990FX, and decided I would replace it with the R2.0

Finally after a weekend of waiting I got my new mobo, set it up for a bench test using my new CPU, and wouldn't you know it, it still refuses to boot in to POST.

I am really hoping this is just an issue with the new mobo being DOA because the last thing I really need right now is having to buy even more parts...

Basically, my question is, does this sound like it is simply a DOA motherboard? According to the shop that did the diagnostic all other parts worked and it was my mobo that had an issue, however I am skeptical of them. I am concerned that they didn't fully test the individual parts. Any suggestions on what to do here? I'm fairly out of ideas.

I have personally checked individual RAM sticks, tried a power supply that definitely works(as im on a pc that is currently using it) and still it will not boot to POST, it just sits there with the CPU red led light lit up.

have you tried to update the bios using the flashback option? all you need is the PSU connected to use this option. really cool feature of the R2.0 board.

next try the 965 in to be sure it is not a CPU issue. IF it still will not post check the PSU's 8 pin CPU supplemental power cord for proper voltage.

If all checks out then do an RMA on the board.
