I need help selecting between 2 graphics cards. I want to get a MSI Twin Frozr 770 but im thinking about getting two GTX 660 TI's instead. My motherboard is a MSI Z87-G45 with 16 gbs of ram and a i7-4770k cpu.

Get the GTX 770. Having 2 GPUs will produce more heat output, and SLI is sometimes unstable. I'm not suggesting you to do this but, getting the GTX 770 now, will future proof you more, for example, if you need more performance in the future, instead of getting a new expensive card, you can just get another GTX 770 for less the price you pay today.

If you're on a single 1080p monitor @60hz just get a gtx 770 (you will be able to hit 60+fps most games, and at 60hz theres no difference in smoothness after 60 fps).

If you're on 1440p or more get 660 ti's sli

SLI and crossfire is can be a bit iffy depending on the person.

Micro stuttering is a problem that you can only lessen but never get rid of fully.

Some people say they don't have micro stuttering problems, but it's different with everyone, some people hardly notice it.
Just like 60hz vs 120hz monitors, some people notice the difference, some people don't.

Some people really notice micro stuttering to a point where it's unbearable to play with. (like me, I used to have crossfire 6950's and a 5970)

Never have had SLI though, and people say it seems to be better at smoothing out micro stuttering.

I hope this helps you decide.
