Upgrade Advice Needed

Computer fan has been loud lately, and I hate lagging and want to upgrade my graphics card as I haven't in 2 years.

My current rig:
Model: ASUS CG1330
Processor: AMD Phenom(tm) II X6 1035T Processor 2.60 GHz
Installed memory (RAM): 8GB (7.75 Usable)
System type: 64 bit

I'm using the AMD Radeon HD 7700 Series

What card specifically? There are 3 different cards that fall under "7700".

What games are you lagging in? Does turning down the settings help reduce the lag?

Your CPU could be overheating and throttling, causing your fan to be loud and the system to lag.

I would probably go for a gtx 760, 770, or 780, depending on your budget, however as you haven't said exactly what card you have, it's hard to recommend an upgrade.

What are your load CPU and GPU temps? Overheating causes parts to slow themselves down and if your fan is loud, this could likely be your problem.

CPU min is 28 C and max is 31 C

I highly doubt the max is 31c. You need to run a CPU burn test like PRIME95 for like 10 minutes and check the temps during that to get the real max temp.

38 C for GPC

Those are not max temps. You need to run a game for the GPU to get up to max temp and then run the CPU test like I said.

Alright I ran the Prime95 and it seemed to stay around 39, and it jumped up to around 41 for max.

You need top run it for 15 straight minutes until the temp sits at one place and doesn't move. Just running for 2 mins will do nothing.

GPU when D3 is running was 55 degrees

D3 is not graphically demanding at all. Download Unigine valley and run it at MAX everything.

Run Prime 95 for 15 mins and check the temp while it is still running but has ran for quite a while.
