Hello community! I've got a question:

My current monitor is a 2006-2007 LG M197WDP HD monitor TV 1360x768 5 ms response time.(19 inches).
Will I notice a big graphical improvement if I bought an IPS AOC 27 inches 1920x1080 2 ms response time? The AOC is like 200-250$ in my country(Romania- 880lei in romanian money)
P.S: will my PC handle it?(AMD FX 8320, AMD R9 270 gaming OC, 8 Gb of Ram, M5A99x mbo, 650W)?

I'd much rather game on a 1080p 27" screen than a 19" one that's for sure.

Is your question about response time specifically? If it is, I am very much of the opinion that the hype around response time is completely overblown.

Try this: http://www.humanbenchmark.com/tests/reactiontime/

Obviously, your 'reaction time' in that test will include your monitor's reaction time, but your results will be over 150ms unless you're a God amongst men. Even if you can consistently get down to 100ms, do you really think the extra 3ms response time between the monitors is going to make a difference? Ever? I don't think so.

First off there is not IPS panels under 5ms response time. If you want fast response times you can choose TN panel and there will not be big difference in response time. Normally you will not notice 3ms difference.
Now i have 8ms old LG 17inch and now im going to upgrade it to new DELL 24inch 1080p which has same response time - 8ms and refresh rate of 60hz. Hope it helps you.
