AU Cheap Fan Controller

Hello, I recently got my new PC (Thanks tom's hardware and Reddit! :D) with a Thermaltake Chaser MK1 as the case, which has a built in fan controller and 3 fans. It runs great and the fan controller works ok, but I cant controller the fans any way other than high and slightly lower, as they are not PWM. The fans probably run much faster than they need to, and I probably would not even need them on (Or at least the top and front ones) most of the time. Even on the low setting they are quite loud and can be obnoxious if I leave my PC on through the night to download something, which would not use the GPU and barely use the cpu, making very little heat. What I need is a cheap 3-4 fan controller that supports non PWM fans and fits in a 5.25" drive bay.
I found this (http://www.xoxide.com/sunbeam-rheosmart-3-fan-controller.html) which looks very good, but too small and discontinued and I cannot get it anywhere in Australia. My absolute maximum budget is $30, although lower is better, and it includes shipping. The one I linked also supports non PWM to PWM for motherboard control which also sounds awesome for software controlling, and turning knobs I definitely my preferred medium by far.

The mesh would go well with my case, but it is a bit more expensive than others I have seen, and I would prefer knobs to sliders if possible. Does it have non PWM to PWM like the Sunbeam one?
