I have a beast PC (in progress) but i already have the GPU , CPU etc : the only thing that was missing was the harddrive. So i went and bought myself a 2TB 7200 Western blue
I installed it but loading time , didnt seem any faster than , my old 2007 5600 rpm 300GB HDD. Do i have to put my games into the new 2TB? Cause 2-3 minute loading screens in BF4 is not fun :(

If I understand your comment correctly, your games are still residing on your old HDD? Then no, you will not see any difference installing the new drive since you are still loading your content from your older HDD.
You would need to move your games over onto the new drive to take advantage of any gain in speed, however a SSD is the way to go.

I bought my first SSD last Christmas and I won't install anything to any other drive than the SSD now. It is such a huge difference. I am using my old 1.5 TB drive for picture and file storage only now, and the other one for back-ups.

a faster rpm HDD such as a 10000rpm velociraptor will make a difference even a 7800 rpm will , but not a huge difference obviosly the faster the drive spins the quicker it can read , only an ssd will give you balls out speed and you can buy a 64gb ssd these days fairly cheap , more than enough for BF4
