Solution
If you can get the 290, go that route. It performs close to the 780. Otherwise the 280x and 770 are about the same performance-wise. Get whatever is cheaper.

The R9 280X have come down in price recently in the UK which is good because in competes with the 770 in terms of value for money. They're both pretty good cards. I've got the R9 280x and it's a total beast. The Asus r9 280x provides a good balance between performance value and volume. I did read reviews at the time which said the Sapphire cards were very noisy. Don't get me wrong, the Asus card can get noisy in warm rooms too but for most games excluding BF4 it stays almost silent.

A shame I'd go for a 290 if at all possible (its a class above both the 770 and 280x).

As for which to choose between the 280x or 770- it depends what you're doing with your system.

Under direct X in windows they're pretty evenly matched, the 280x often comes with more memory so it might scale better at higher resolutions than the 770 (which usually comes with 2gb). It does depend on specific models though.

If you're planning on using multiple monitors I can vouch that AMD cards are hands down better at dealing with lots of screens (you can technically run 6 independent screens of a 280X with the use of a DP-MST hub).

If you fancy linux gaming through something like steam os- you're probably better off getting the GTX 770 as Nvidia have better linux drivers overall than AMD (Radeon cards work under linux- however they tend to be slower than in the same game in windows- Nvidia tend to perform slightly better under linux than windows).

Other things that might be worth considering- if any of the other proprietary tech on either brand is useful to you. AMD have the ability to run up to 6 screens, Nvidia can do 4. AMD have the new Mantle API (although I'm not sure if it's optimised for the 280x yet it technically supports it and looks promising in some games). That card doesn't support true audio unfortunately (that would require a 290).

On the Nvidia side of things you have G-Sync (a tool for improving smoothness of video on certian types of screen), Cuda (Nvidia's in house gpu compute software- which can be very helpful if you have software that uses it, both Nvidia and AMD can also use Open CL compute in applications, the latter AMD is usually faster at). I think Nvidia has better support for stereoscopic 3-D as well.

Personally I'd go with the 770 as I game on Linux a bit.
