would the amd 6400k dualcore bottleneck a r7 250x? here is my finals spec btw:

FM2 A6-6400K 4.1Ghz Black Edition
MSI FM2-A75MA-P33
Toshiba (DT01ACA050) 500GB 32MB Sata 6Gbps
HEC Cougar Spike case
HEC Cougar SL 500w
4GB Crucial DDR3 1600(CT51264BA160BJ)
SAPPHIRE R7-250X 1GB GDDR5

Solution
Don't go with a dual core in 2014, at least save up the extra 20 bucks and go with the Athlon x4 750k, it still uses the FM2 socket motherboard(although no upgrade path), or the fx 6300 on am3+ socket, I know you're trying for a budget, but, you're just going to be let-down with a dual core nowadays.

At the very least, go with that haswell pentium build, at least then you can upgrade to an i5/xeon later for better performance. FM2 is a dead socket, kavari was a let-down honestly. I heard a little buzz before it came out, and then, poof, nothing. For the price of kavari, somebody would be better off going fx6300+ 7770

also no point in spending money on an APU with you're going to get a dedicated GPU as well.

Not at all, if you're experiencing low FPS it's because that video card can't handle too much--not a bad entry level card, but that's about it. Your CPU could take up to a 280X without bottlenecking it.

It is slower than a Phenom II X2. Hell, even an Core 2 E8400 would be faster than an A6, clock for clock. A 750k fails against a Q9550 clock for clock.
