I've read that if you have excellent air flow and a high end air cooler (generally around $70 or more) then you could potentially get similar performance from both a water cooler and an air cooler. However, water coolers are generally more compact and can fit into more cases than a gigantic air cooler.

I had a 212+ in my last rig. It was great for a mid range OC on that CPU, Phanom II 965, but I had to upgrade to a water cooler to get the max out of it. The 212+ could not keep up.

That water cooler would drop your temps and open up more headroom for overclocking, yes. However, a really nice (albeit gigantic) air cooler like the Noctua NH-D14 offers similar cooling performance for a little less.

Personally, I have a Corsair H100i and I love it.
