does nis.exe*32 usually suck up this much processing power?

Hi guys my computer starting running like crap and when I checked the task manager this is what is shows. Hi guys might be wrong forum to post this in but can't find any better forum for it.

Additional info:
HDD: 250GB SATA-300 series with 5400 rpm from western digital. (Not sure if this will matter)
Right now though it takes no process at all just sitting idle with 0 CPU processing power on it. Also I never fired of the Norton internet security it's there on start up taking 40-60% CPU power.

1) Isn't that a little overkill for Norton internet security to be taking that much?

2) Why is it taking up 50% processing power?

3) If anyone has it can y'all restart computer and log in then check it on startup and tell me your results.

try to end the task if another task also increases the CPU usage you may need to clean malwares!
