Dr. Debug Error 3b after installing new psu

So I moved my computer across two states, and when I set it up it wouldn't turn on. No lights, fans, or anything. After testing a different PSU, it turned on, so I ordered a new PSU. After installing the new psu I am getting error 6b on dr. debug, no beeps. Case fans, gpu fans, and hard drive spin, but cpu fan does not. I have cleared the cmos, moved the RAM to different slots, reseated the CPU, and nothing has worked. From the manual, 3b is Post-Memory South Bridge initialization is started.

Spec:
CPU: Intel 3570k
GPU AMD 7970
MB: ASRock Z77 extreme 6
RAM: G.SKILL Ripjaws X Series 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800)
HDD: WD Black
SSD: Samsung 840

 
I check the manual, the error code maybe 36, CPU post-memory initialization. System Management Mode (SMM)
initialization. Also you said the cup fan does not spin, doubl check the fan connector. Check the the pins in the cpu socket on the MB to see there is bent pins or not. Or the pc components got losse during the moving, check all the connectors or even take out all the components and reconnect them again.
