So I want to build a pc but I will be moving to Poland in two years and I live in the USA as of now. Can I build a PC in the USA and play it in poland and upgrade some parts in poland?

Yea pretty sure you can do that. I think the only change you will have to deal with is the power cord, you will probably need a USA to Poland plugger unless they use the same plug. But how will you be getting the PC to Poland?

listen to usafret, he is usually correct and definitely correct this time.

If you look at the specs on most of your electronics you will see something like; The input voltage rating is 100-240V 50/60HZ

this is the difference between american and european electricity. american is safer if you get electrocuted but much less inefficient as is my understanding.

change the power coard and you should be good

the way to look at it is that your power supply will always output the same 3,5 and 12 volts. the question is can it handle the input, the power supply will say right on the side what it can handle and they all can handle the 220v eu input.
