help new psu?

I am having a really weird problem with the fans in my pc. None of them are faulty. First, I noticed my cpu fan was loud, so i got a noctua. After still noticing the sound, I decided to change the cabling of each fan. Now a different fan was making the sound. At first I thought it was a bad header. I have 4 headers and 4 fans. Next, I put the noctuas cable that minimizes the power used and lowers rpm to the front fan. this eliminated the problem, but since there are 2 led fans in the front, u could tell one of them was not as bright. Btw I can eliminate the problem if in speedfan i either slow the fan down to 25 or lower or speed them up over 75. This doesnt work for me becuz I want a mostly silent pc since its in my room. If it matters the case is a corsair 230T i belive and the power supply is a corsair cx650m. Does this seem like a psu problem? If so, what kind should i get for 100USD or under amazon preferably. If it is a psu problem, would I be able to put it in a different older psu as a replacement

Does it seem like a psu problem. Also will this be enough for my gtx 760 and fx 8320 overclocked. Is there anything of quatlity thats cheaper and do u believe the psu could be used in a less demanding pc
