New PC wont start

I received my PC today. After trying multiple times I can't get it to work. I have an older monitor HP w1907. It simple loads up into a blue/teal screen. I went out and bought a DVI-D cable. There are two DVI ports on the back of the PC. One can't find a signal, the other loads into the aforementioned blue/teal screen.

I then tried to use an HDMI and connect it to my TV's but no luck there either. One says it's not supported the other just simple stays black.

I don't know exactly what to do.

Any help with this frustrating matter would be appreciated.

What exactly do you mean it loads into a blue screen? Do you see the post and then a blue screen or just a blue screen as soon as you power it up? Is the blue screen being produced by the computer or is it the blue screen of the monitor when there is no signal? Did you assemble this pc yourself, or did you get it already assembled?

This computer was assembled from Cyberpower PC. Before I send it back to them for repairs (which could take god knows how long), I was wondering if there's a solution I can handle.

Here's a picture of what it looks like when I boot it up.

I got this far after I reseated my card what seems like 10 times.

Does it go to this recovery screen every time you start the computer? If so, try doing a clean install of Windows. You have nothing to lose.

Wow. Don't ask me how but I got windows 8 to run!

HOWEVER, the main problem still exists. The two vertical blue lines and two more that blink in on certain color backgrounds are still there.

I can verify it's not my monitor or hdmi cable.

Never mind... the computer just crashes now. It's toast so I will have to send it in. Thanks for your help theadler.

No problem. Sometimes you get a bad part and it messes everything up. You think they'd test these things out before shipping them off.
