HHD is freezing?

hey when ever i go on to my HHD (i have a SSD aswell) sometimes it freezing for 2 secs and the disc in the HHD speeds up and then i can go in the HHD. is it faulty? :)

the energy saving drives like cavier green . used to go on low power mode on idle which causes slow response . and when you used something so it starts up again . . the freezing you encounter is the time when HDD speeds up again . . no fault
