No power to PS 2 port or USB ports Need help!

Good Day guys,

to skip boring backstory scroll down to Anyway here is my problem

So a few months ago I sent 2 of my old pc's in to get the guys at the tech shop to make me one "fast" pc among the two.

Which I would use for my menial tasks such as web browsing ect. So that I can use my main workstation solely for work, games.

After 3 months the technician said he was done and the pc works, he lied. He didn't even touch the pc other than install an extra 512 RAM stick... Good thing I didn't pay them for it and he admitted later that it didn't work.

(his instructions were to replace the one PSU with the other, switch CPU if needed, do not touch the hard drives, ect.)

The other machine had over 4GB of RAM, a larger CPU still and a bigger PSU (but according to the tech the motherboard was dead, I don't even know if that's true and how much this guy really knows)

Anyway here is my problem:

The USB & PS 2 ports are not working, it seems there is no power allocated to them and thus I cannot boot or reinstall my Windows on it.

Neither the mouse nor the keyboard work on this pc.

I did manually plug in half of the small plugs in the pc on my own since the idiot at the shop didn't even do that. So now I got the pc working however before it actually loads it wants me to either go into the BIOS or press F1. That's all nice and dandy but I can't since ...well there is no power output to my input devices.

So I would love if you guys can help me I will type what the pc says at boot quick but other than that I can't give more info yet since the keyboard and mouse aren't working.

Usually pressing F1 goes straight to boot I don't know how to remove that whole F1 feature if anyone can add that as well that'd be great for when the pc is actually working.

I don't think it is relevant but just in case, what small plugs are you talking about?

Did you try different ports and keyboards? If it still doesn't work, I don't think there is anything you can do. The USB controller might be bad.

Ah, the header pins. That's what I thought you were referring to.

If you are referring the the USB and PS/2 on the I/O panel in the back, I'm not sure there is much that can be done if there is no power going to them. But the front panel USB (connected via those header pins) can sometimes go out and I suppose you can replace that.

The only reason I can think of the back USB and PS/2 ports not getting power is a bad board. You could replace the board but it might be cheaper to install a USB expansion card. It also might be possible to fix if it is something as simple as a blown capacitor.
