You will but dont expect high settings. You will have to lower your resolution and settings to play at decent frame rates.
Personally I would recommend you a new build since your PC has became too much outdated

Minimum specs for watch dogs

*.DirectX 11 GPU with at least 1GB of VRAM (NVidia GTX 460 or AMD Radeon HD 5770)
*.Quad core CPU (Intel Core2 Quad Q8400 or AMD Phenom IIX4 940)
*.4GB of RAM


Watch_Dogs requires a minimum Quad-Core processor.I bet the game wouldn't run with your specification as it failed to meet the CPU or it might but it will have massive lag issues.
I suggest to upgrade your RAMto 6GB and CPU to Core 2 Quad or any entry-level Quadcore processor so you can safely play Watch_Dogs in Low.
 


Maybe but at settings like 800×600+low settings or 1280×720+ultra low settings(if there are any ultra low settngs) and get around 12-15fps

For playing Watch Dogs at comfortable settings you should have atleast 4th gen Core i3 or more better equivalent is AMD FX 6300 , 4GB DDR3 RAM and a graphic card like AMD R7 260X or Nvidia 750 Ti
