Dual GPU issues with fan and display.

Ok so I have researched this on numerous different forums and I don't think I have found anyone who had the exact same problem so I think its time to just throw it out there and see what people far more experienced then I. I have a 1366 build with an Asus P6T6 WS Revolution motherboard and a 1250 watt power supply (I forget the brand but if its important I can get that info). On this build I have 2 Nvidia 9600 GT (old I know) cards, again not sure what the brand is as it is not clearly displayed. This build was put together some 5 or so years ago and everything worked fine. When I went in to clean it out about a week ago after I powered it on I like to visually confirm that everything spins up and what not. This is when I noticed that the fan on the bottom placed GPU did not spin up. I decided to just move it down a slot since I have the room and when I did that the fan spun but the system seemed not to see it as when I booted into windows the monitor that was plugged in to that card did not display. To troubleshoot I decided to swap the cards and tried the perviously top card (which was functioning fine) in the two slots I had the other card in. The EXACT same results occurred. Ordinarily I just troubleshoot until I logically find the fault but the fault does not seem to be with the cards so I don't know what to do. There are really only 3 slots I can use the two cards with because they are big suckers. Does anyone have any idea?

Are you using SLI? Have you got an SLI bridge on. Are the cards fully home and locked into the pcie slots? Are the card power connectors fully home on the cards? What voltages (with HW Monitor) are you getting on your rails? What make and model psu are you using?
