nvidia gtx 760 decreases its usage randomly

intel i5 4440 haswell
windows 8.1 (the new update)
8gb ddr3
GeForce gtx 760 2gb.

hello, I've bought this computer two weeks ago.

The problem is that the card reduces its activity randomly , although the games require higher activity . For example, nfs : most wanted requires a use of 60 % to run at 60 frames .the Graphics card most of the time worked accordingly. But sometimes it reduced the activity to 40% -50% for a minute or two. This caused a decrease in frames. Another example , Assassin 's Creed 4 is running on maximum settings at a rate of 48 fps (not 1080p ) . It requires 99 % of the graphics card. Quite frequently , the video card used in 60 % to 80 % for a few seconds and then returned to normal activity.
I tried to overclock the card and there was no improvement. In fact, now the usage of the video card is pretty random , so that, for example in AC4 it ranges between 60 % and 80 % non-stop . ( Sometimes even less than 50 % . )

I would be happy if you can help .

PLEASE NOTE: I'm not talking about instant 95%-99% usage, but 60%-70% while 90%+ is required.

yeah that's normal. Whenever the GPU is at reaching 99% it's good. It means the GPU is able to reach it's full potential.

As for the fps drops, maybe you have a background process hogging resources. Or maybe the GPU is hitting it's thermal limit? Have you...

I run FunMark test and it used 99% of the card instantly, I didn't have to change affinity for that.
I think it might be that the card doesn't fit its usage rate to the requirements of the game. I have the latest driver and I don't know what to do.

Symptoms sound like a CPU bottleneck. Keep task manager open, and when your GPU usage drops, watch what the CPU is doing. If the CPU is stuck at ~99% usage, then you have a CPU bottleneck.

I've restored the overclocking to default with msi afterburner. Then installed the latest beta driver, and now the GPU usage rate goes between 85% and 99% in AC4.

Is that proper?
