Does HT makes a difference

For 99% of all games out HT will make no difference what so ever. In fact some games have problems with HT that would need HT to be turned off in the BIOS turning the i7 into a i5 anyway. DO NOT waist your money on a i7 if your main purpose is gaming. Since you did not specify what the main use of your rig is for it is hard to really say if you would benefit from a i7 at all.
Depends on the program that support hyper threading. If it doesn't then no difference. If your budget allows it as well as your other components then it would be fine. Right now there isn't much use in gaming. Whilst there may be use in the future, there isn't a point of you're on a budget.

don't waiste your money on the i7's, unless your into memory intensive programs. and you can find older Intel Sand Bridge Cpu's which are better value for your money.

Intel hawell chips only have an overall 8% improvement than the Sandy Bridge cpu's. they were mainly produced for laptops. either wait for the new Intel cpu's, which they have just delayed so they can recoop money!
take my advice buy i5 if you must or Sandy Bridge
 
I used to agree on the i5 over i7 but the tables are turning. It all depends on the game, but with BF4 as an example the HT will keep the core utilization down, temps down, and noise down as the cooler doesn't have to work nearly as hard. My 3570K has to run around 95% on large maps whereas my friends with 3770Ks run at a leisurely 55-60%. If you don't care about power draw, heat, and noise, then it probably doesn't matter.

mainly I would recommend a top class Sandy Bridge cpu over haswell.

you're going to have to buy a powerful cpu fan (when overclocking) and I bought a fractal Black Pearl chasi with noise dampning :)
