Dual-CPU Workstations [e.g. T5400] -- Can you toggle between using 1 or 2 processors?

For example:
- Dell Precision T5400 Workstation
- Two Intel XEON Quad-Core E5430 Processors [2.66ghz]
- Windows Vista Business (or later versions of Windows)

I do not own one of these, but I am curious about how it can be used.

Suppose both CPU's are installed.

1) . When doing light-duty computing, can one of the CPU's be enabled and the other one disabled? , , , And later on, re-enable the second CPU for more horsepower?

2) . If the answer to #1 is "Yes" -- Is the electrical power the second CPU turned down to an "idle" or "sleep" level, or is the electrical power switched off completely?

3) . If the answer to #1 is "Yes", and if (over the course of an entire work-day) the applications used will not run significantly faster with two CPU's -- then does it make sense to disable the second CPU for power savings? . . . Or is the additional power going to second CPU negligible as far as power savings goes?

4) . If the answer to #1 is "Yes" -- Is the disabling / enabling done through the BIOS or through the OS? . . . Does the computer have to be rebooted when disabling / enabling the second CPU?

5) . Are the answers to these questions likely to be pretty much the same for most later models of dual-CPU workstations?

it a little more complicated because i belive one of the cpus will idle when not enough load is precent meaning it will consume very little power but i am not sure
