Good PC for the price (No issues no bottlenecks?)

Okay so I'm selling my PC because of a CPU bottleneck (An upgraded Pavillion) and I'm gathering money for the same price of the Pavillion so I can build one that doesn't bottleneck and get good frames. So could you tell me if this a good PC for the money and if there is issues?

CPU: AMD Athlon x4 760k
GPU: Gigabyte GTX 660 2GB Windforce X2 OC
RAM: 8GB DDR3 RAM
PSU: ThermalTake SMART series 650W ATX
CASE: Rosewill Challenger
COOLING: 3 supported case fans, 2 GPU fans, and a stock cooler.

The Corsair CX series isn't recommended they use cheap capacitors that have longevity issues. The thermaltake also isn't very good quality wise. Whats the budget for the system? Usually you can get a faster r9-270x for the same price as a 660. I would also drop the fm2 cpu and motherboard in favor of an AM3+ board(970 or 990 chipset avoid the 760g) with an FX 6300. Also make sure the ram is atleast DDR3 1600 with a CAS of 9 or lower.

The 80 plus certification has nothing to do with PSU build quality. Even a complete garbage PSU can get an 80 plus certificate.
