System Double the Speed

I know what you're thinking: "Your computer is going faster, that's good" wrong. The computer is going double speed where the clock advances multiple seconds in one second, and video games go faster than the right speed. EX: In survival i can mine much faster. Videos go much faster also where i can't even watch a video.

What i've tried:
sfc /scannow
updating all drivers
in the bios the time is right

tried reinstalling windows, nothing.
 
Have you tried re-setting the BIOS? Unplug the system, and remove the small circular battery on the board. Leave it this way for a minute then plug it back in and restart. The BIOS should be reset (which will also set back the time and date but we just want to see if the clock still runs too fast)

nope didn't fix it. unless i didn't do it right, which is possible. I lifted the battery out, kept it out for a while, then put it back in. then it said something on the screen(I don't remember what) and i hit f2 this took me into the bios menu.

I ended up trying to remove the gpu, and guess what? That was the problem.
