System Double the Speed

I know what you're thinking: "Your computer is going faster, that's good" wrong. The computer is going double speed where the clock advances multiple seconds in one second, and video games go faster than the right speed. EX: In survival i can mine much faster. Videos go much faster also where i can't even watch a video.

What i've tried:
sfc /scannow
updating all drivers
in the bios the time is right

When you go into the BIOS and check the clock in there - is that clock running at normal speed?

If the clock runs normally in safe mode but not normal mode then it's looking like a re-installation of Windows is in order.

Ah. How about downloading an Ubuntu .iso and booting that disk in live mode (it has an option to "try Ubuntu" without installing to the HDD).

If that works normally it may point to a Windows issue either way

Have you tried re-setting the BIOS? Unplug the system, and remove the small circular battery on the board. Leave it this way for a minute then plug it back in and restart. The BIOS should be reset (which will also set back the time and date but we just want to see if the clock still runs too fast)

A small screwdriver should work. Anything small and flat.

nope didn't fix it. unless i didn't do it right, which is possible. I lifted the battery out, kept it out for a while, then put it back in. then it said something on the screen(I don't remember what) and i hit f2 this took me into the bios menu.

Where there is first a suggestion to reset the Windows time service, and second to turn off the PC, unplug it and leave it there for a bit and re-starting. and a suggestion to disable virtualization in the BIOS

You unplugged the psu from the wallsocket too? Try it for 5minutes,maybe push the powerbutton too to drain all power.

I ended up trying to remove the gpu, and guess what? That was the problem.
