Graphics card runs hot.

With about 40% fan speed, my gpu sit around 85C idle. When I turn it up to 60% its gets down to about 65. I'm sure if I turn it up to 100% it would be close to 40C, which from what I read, is a good temperature for being idle, but it gets really loud, and I'm sure it's not good for the fan to run that high constantly. My cord management is decent, and I have 4 case fans. My graphics card is the ATI Radeon HD 4870 x2. I'm pretty sure it's been running this hot, and higher while gaming, for nearly 4 years. What should I do? Would it be okay to turn the fan speed up to 100% or 80% to get better temperature? Considering my card has been running this hot for nearly 4 years, is it a card that just runs hot? (Also, although I built the computer, I've never been really computer savvy and considered to check the temperature of my parts, which is why I haven't asked this sooner)

EDIT: Currently at 68% fan speed -"GPU1" is at 69 and "GPU2" is at 54 while casually surfing.

Sounds like your GPUs could use a repaste. Since you've never really worked inside computers before, then I would suggest taking your computer to a professional and have them replace the thermal paste on your GPUs. After 4 years of use I could see how all the thermal paste could be dried up given those temps!
