FPS Issues in several games. Is my computer out dated?

So around mid January my computer seems to have started to have FPS issues in just about every game I play. Rift, Saint's Row IV, Diablo 3: RoS, League of Legends, and hell even CS:GO is having FPS issues.
I have tried starting from fresh and 'wiping' my computer, and it did nothing.

I was wondering if it is that my computer has become 'out-dated' or just something strange is going on... and if it is out-dated, what should I upgrade/replace? Any input would be wonderful :)

I don't see a way to inset my DxDiag - sooo..... here.

Operating System: Windows 7 Ultimate 64-bit
Processor: AMD Phenom(tm) II X4 965 Processor (4 CPUs), ~3.4GHz
Memory: 8192MB RAM
DirectX Version: DirectX 11
Card name: AMD Radeon HD 6700 Series

Currently the only thing running is Google Chrome;
GPU Temp - 51°C
CPU Temp - 47.5°C

Also, I didn't include this in the original post, but regardless of what graphic setting I am playing on (be it the highest or the lowest), I have the same amount of FPS.
