USB not being recognized by PC

I plug my USB headset for skype in my PC and it doesnt recognize it, it doesnt even make the sound when the usb gets inserted. I have to constantly remove it and plug it back in and on the 5th try or so it starts working what could be the problem here?

When you plug it in the first time you are probably not waiting long enough for it to be detected.
I sometimes have to wait up to 15 secs. when I plug an ext. hard drive in, yet another day I only have to wait 5 secs.
PC busy doing background tasks can affect the waiting time to recognise a newly-introduced device.
