Poor Battlefield 4 GPU Usage/Performance

The problem: when I play BF4 Multiplayer, I get ~60% usage on both cards and far lower FPS than I should be getting with the CPU/GPU combo I have set up. Even when I run at 1080p, I get TERRIBLE performance and low usage...

Based on the Frame Time Analysis, even my CPU seems to be lacking :/  I wouldn't have expected it to start have issues delivering frames before 60 FPS.

My Temps are reasonable (so no throttling), power limits are set at +20%, I am not overclocking the cards. I even tried playing Crysis 3--which drives temps way higher than BF4--and got full GPU usage and FPS was exactly what one would expect.

The Build:
CPU: i7 3770K @ 4.5GHz stable (cooled by Corsair H100i)
GPU: 2x MSI R9 280X Gaming in Crossfire (stock clocks, +20% power limit)
MOBO: MSI Z77A GD65 Gaming
RAM: G.Skill 8GB 1333MHz

PSU: Kingwin Lazer Gold 1000W

SSD: Samsung 840 Pro 256GB
HDD: 2x 1TB Seagate Barracuda 7200 RPM in RAID 0
OS: Windows 7 64-bit SP1

And before you ask, I've unparked my CPU cores, updated drivers to the 4/21/2014 build (also had the iteration previous with the same result). I understand BF4 Multiplayer performance can be all over the place. I've even tried playing on maps with few people (16) and end up with the same result. Anyways, apologies for the long-winded query and thanks in advance for any thoughts on this matter.

Have you tried using Mantle if you've been using Directx or Directx if you've been using Mantle?

I avoided this possibility because of my disappointment with Mantle (at least in its infancy). I thought the overall image quality dropped pretty significantly with Mantle. Low and behold, switching over has given me buttery smooth framerates that stay consistently over 100 FPS. It looks like they've improved the image quality as well.

But on to a more pressing concern: has D3D11 performance been deprecated in BF4 by EA/DICE? This by no means should be happening with DirectX. Even with my single 280x months back (when DirectX was the only option) I wasn't getting such terrible performance. Further, I've seen reports of better CPU usage with DirectX on a 3770K (http://cdn.overclock.net/7/70/70a87551_Capture2.png). Granted, this was with SLI 780 Ti's, but that shouldn't affect the CPU side. I guess it's not extremely important, but I am still troubled by the lack of performance in DirectX.

What is your CPU usage in game? CPU temps in game? CPU speed in game? (in case of throttling?)

Sounds like an issue with the game itself, but if Mantle works for you, just use that. Bugs happen.

I'd never had problems with BF4 until now. I finally understand why everyone was/is complaining. I just tried upping resolution scale to 133% (1440p) since my framerates were well above 60 anyways, and it put me back in the realm of CPU lag spiking. WHY THE CPU?!

And CPU usage is between 70 and 80% with temps around 70C. Clocks maintain at the full 4.5GHz
