Will I need a better MOBO?

Hi, I'm looking to upgrade my GPU from my old GTS 450 and am a little confused by the difference between PCIe x16 and PCIe 3.0, and whether or not I'd need to upgrade my motherboard to support a Radeon R9 280X. After looking up my Motherboard I'm pretty sure its PCIe x16 but no idea if that means its a 3.0 version or lower, and since the 280X says 3.0 I just thought I'd ask before investing in one.

My specs are:
16GB DDR3 RAM
MOBO: ASUS H81M-E
CPU: Intel Core i7 4770, 3.40GHz
GPU: Nvidia GeForce GTS 450
PSU says 230V - 4A so that's like 920W?

I'm kind of new to this stuff so if there's any more information you need just let me know.

Well what is the make model PSU? Your board will run any card so really just a matter establishing if the PSU can handle it.

you mobo has PCI-E gen 3. about PSU try looking the sticker that got slapped on the PSU to get more info about it

WideTECH ATX650W (I was way off, lol) Passive PFC Ver 2.2.
200V ~ 240V - 4A 50Hz

After opening my case I hardly think the R9 280X would fit if its 30cm...

I do not think I would put a expensive GPU like the 280X on that.

Yes that would be my suggestion since all the other parts are relying on it for life support! Few quality brands Corsair, Antec Seasonic, XFX and Enermax.
