Unless you really need that internal optical drive, it would be cheaper (at least in US) to get USB based one. Nowadays, my optical drive get used about once every month, if that.

I've successfully assembled 20+ PC's without any antistatic band, but I always discharge my static charge by touching electrically grounded metal before and periodically during assembly.

Also note that winter/dry air, carpet flooring increases the static buildup on your body.
